It is Fostoria, but not stem 5098., it is a different shape, though the same etches were used on it as they were stem 5098. The fan vase is 2385 and the pattern is listed in the catalog as Cut B. It is gray cut, not etched. The page in HMW's book "Fostoria the First 50 years" describes it as "Miscellaneous Cut Ware" introduced c 1928 and discontinued 1929.

Although gabla's comment is correct in most instances, in this case, the cutting was done by or for Fostoria as it is appears in their catalog.
Also, the only other shape that "Cut B" appears on in the catalog is a lemon plate.

Yes, the cataloge page with the cutting is in Weatherman's "Fostoria, the First Fifty Years" book. My original post Iding the piece provides the info from the catalog page in the book.
