Is this a Holt Howard ashtray?

Hi, this looks like the grumpy garlic character, but I can't find this anywhere. Is it Holt Howard?

Looks similar to some of these (link below), smoking head or smoking nose ashtrays.

I doubt it is Holt Howard. Of the 1400+ on ebay, no listing mentions Holt. I also know of none Holt Howard sold, so if you have found one I would love to see it.
