Is this a Fenton cat or ??

Found in a box lot at an auction.  Looks like Fenton but cat has raised paw.  any ideas?  Thanks

Is it marked? Here is some more info, didn't research every style number.  It does look like the color Velva Rose from the 75th Anniversary 1980-82.
