I was told this was limoges and or Meissen - I am sure it is neither but what is it?

Found at an estate sale, I have been told it is Meissen and/or Limoges, I see no marks on it anywhere.  All thoughts wuld be appareciated.

the one listed as Bohemian on ebay looks too new - especially the rim - and those roses are  really generic in Europe.  might be a Chinese copy with fancy imprint beause Bomemia was rarely used on ceramiqes stuff; either Austria or Československo or lateron ČSR.
