Help With Identification

Hi I have this ceramic jar that I really know nothing about. It is numbered on the bottom and marked but half the mark is missing and I can't figure it out. Any help would be greatly appreciated. Thanks in advance!

the numeric code heavily suggests made in Japan, second half of the 20th century.  it gives no clue as to the maker

by the way, if you google 23/467 you will find several other examples.  none give any evidence for where made but I would imagine they are recent.  one says from Limoges without any proof.

The one listed was pink, and the bottom said 23/467 PINK   so not sure if  TOUR is a color or style.
