Help Id 19th c Staffordshire ? Imari style ironstone cup & saucer maker? cartouche mark?

I've been striking out finding any information about this English (Staffordshire ?) cup & saucer set.

Imari style design from the 2nd half 19th century.  Marked "HASTINGS JAPAN" in an underglaze blue cartouche.  Red hand painted production number "453 / 13".

Any one recognize the maker's mark?
