IMHO, I think you're going to have a tough time with this.
The bowl and engraving were probably not done by the same factories. This type blank was produced by dozens / hundreds of glass manufacturers, both in the US and Europe . The engraving was probably done by a secondary factory or cutting house / decorating studio.
But even if you could id the maker(s), this piece would be difficult to sell on eBay, if that is your intent. Clear glass, non-identifiable cut pattern by a non-identifiable factory, is tough to sell.
I hope I'm wrong, but that's been my experience.
