Identifying Christmas "Postcard" from Powells at Arlington

I came across this in a pile of postcards I bought at an auction. I don't know if it qualifies as a postcard because it doesn't have a stamp box, etc. 

Any help with identification is appreciated. Thanks!

A holiday greeting card - not really a postcard. Used to be sent in an envelope - that's why it doesn't have address lines and stamp box. Difficult to date it.
