What type of eBay account do you have?  What type of Payoneer account do you have? 

You must link an Individual Payoneer account to a personal eBay account and link a Company Payoneer account to a business eBay account.

You can sell on either type of account.

You'll need a business license. Make sure the name and address on your accounts exactly match your National ID or driver's license.

You can use paypal to purchase items, however you cannot attach it to your account for selling.  You need to register your account with Payoneer:

If you want to sell, Pay Pal isn't an option and never was for Sri Lanka.

Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.

They may or not be able to use PayPal to buy if you reside in Sri Lanka. Although Sri Lanka allows you to attach a credit card to PayPal, they do not allow Sri Lankan citizens to attach a bank account. A debit card is bank account payment.  PayPal still only goes one way there.
