Your bank is limiting foreign transactions because your country is running out of foreign reserves. Call your bank. Complain to your government leaders.

Well I'm sure the OP can't pay because their government is running out of foreign reserves. Maybe you should read ColomboPage, Sri Lanka's internet newspaper, or their government's website, or reports from Central Bank's Minister of Finance.
"Some banks have introduced certain limits on the use of EFTCs for transactions in foreign exchange to avoid misuse of such cards and to prioritize transactions in line with foreign exchange positions of such banks.
Accordingly, the Central Bank requests the public to contact the respective banks if they encounter any difficulty in making legitimate payments while using EFTCs, while using foreign exchange sparingly at present."

The short version is at times some banks in Sri Lanka are limiting the amount of foreign transactions because they're trying to keep the money in Sri Lanka. The buyer has to contact their bank.
BBC News predicted banks there are collapsing, or on the brink. Again, a news report from BBC that I quote from.
Why YOU can't pay for your item I have no idea. I know if my card was declined I'd be on the phone to the bank to find out why my card was declined. If the bank said there was no record of you trying to pay then I'd try using a different browser to pay or uninstall and re-install the eBay app.
