no I never use my e-mail for purchase, i was reading it may be a E bay fee on paypal

If you haven't bought or sold anything on eBay for a year, I doubt it would be any sort of fee.  eBay has other ways of getting hold of your money, anyway.

Have you checked your account information in your "My eBay" to see if there are any changes to your shipping address that you're unaware of?
