Are you trying to pay for an item you purchased?

Go to My eBay Purchase History and find the item and hit Pay. Or click on the shopping cart and pay from there.

If you're trying to pay seller fees that aren't taken from your payouts you need to attach a payment method.

Its a scam.

Depends on what the bill is for.   Could you come back and explain.   It's different for eBay fees than purchases.  If you were told to buy gift cards, your being SCAMMED.
