Since eBay never holds buyers to actually making payments and you can’t leave negative feedback to someone who doesn’t pay I have to start forums on users who buy and don’t pay. Guy has 100 percent feedback but hasn’t paid in a week and no communication. eBay is no help

Sure it is, of help. Day 5 open a non payment. The buyer gets a non-payment strike.

After you follow the advice from @redmodelt add the buyer to your blocked bidder list and set your preferences to block buyers with 2 or more unpaid reports. If he's done this before or he does this again  then he's blocked from bidding from sellers who enabled blocks.

This is better than neg feedback because neg feedback really doesn't do anything to stop him from bidding.

You can avoid nonpayment by listing for a fixed price with immediate payment required, and by not accepting offers. If you receive an offer that you find acceptable, instead lower your buy it now price to the offer amount to preserve your immediate payment requirement.

Exactly what we did for years.  

 

If we accepted an offer in the old days, we'd state terms in the counteroffer that stated payment was due immediately and if not paid within 24 hours the item would be relisted and buyer would be blocked.  

 

We then shifted to what you've suggested about lowering the Buy Now/Pay Now price to the offer amount.  That's the best option.

It is actually a Cancelation now for Non Payment.  Much quicker this way that the old way of opening an unpaid claim.

No point coming here to tell us as the id of the buyer will be removed by the mods. You can improve matters by following the procedures eBay provide sellers with to get rid of the tire kickers:

 

If a buyer hasn’t paid within 4 days, on the 5th day you can go to your Seller Hub to cancel the transaction using the “Buyer hasn't paid” reason and this gives the buyer a strike and you can relist. In future to have eBay automatically cancel your transactions due to non-payment:
