Is it possible to use PayPal as a means of payment when selling a product on eBay and under what conditions?

When selling you need to be in Managed Payments. In Israel you will need a Payoneer account linked to your eBay account to receive payouts.

Buyers can pay for items via PayPal. 

But under managed payments, PayPal is not an option for a seller to receive a payment.
