Do I have to get permission from eBay before selling the first item?

Yes, you have to be approved by eBay to sell here. 

You need to have a method for receiving the buyer's payment. Sri Lanka needs to link a Payoneer account for that. 

Your country requires you to have a business license. 

After you link the correct Payoneer account (there are two types of Payoneer accounts) to your eBay account it takes eBay 2-4 weeks to activate your selling account. They'll send you an email saying you're all set when you're able to list.

Then you'll need to attach a method for paying seller fees that aren't taken from your payouts.

Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.

You're welcome. But you must know that you cannot start selling by sending an email to eBay.

That is not correct information.  An email sent to ebay will accomplish nothing.  Please be sure that the info you provide to others is helpful & accurate before advising.
