If you want to sell you'll need a business license for online sales. Your government requires that.
You must link a Payoneer account for payouts and attach a debit or credit card to eBay for seller fees. Payoneer lets you know right away if you're successfully linked to eBay but then it will take 2-4 weeks before your selling account is activated. eBay will send you an email when you're all set.
