"When you have an eBay Store, you...pay lower final value fees..." HOW'S THAT?

Near the top of the page, Store selling fees for managed payments sellers, is the statement:
"When you have an eBay Store, you get more listings with zero insertion fees and pay lower final value fees, compared to selling without a Store."
The first part, I understand - but when I check the fee schedule on that page against the one on the Selling fees for managed payments sellers page, I see NO DIFFERENCE in the Final Value fees.
Can anyone explain this to me? Am I missing something, or is this a straight out lie?

Selling without a store and the Starter store have the same FVF rates. Basic stores and above have lower FVF rates compared to selling without a store.
ETA: I agree it is somewhat misleading the way it is worded.
