problem linking my paypal account

I press the "LINK MY PAYPAL ACCOUNT" and log in to PayPal and then I press "Return to eBay" and it still shows me that I need to link my PayPal account.

What should I do?

Are you trying to pay for a purchase, or sign up as a seller?

As a seller.

(1) I selected the button that says "Link my paypal account".
(2) It takes me to a page to login to paypal to link the accounts.
(3) After I log in I get a message saying
(4) “Youre almost done linking your accounts. You have successfully signed up for PayPal with a credit card”
(5) underneath this message is a button that says "return to ebay"

and I tried delete my cookies.

I don't think you can use PayPal to receive payments as a new seller any more. eBay is now putting new sellers directly into managed payments, so you will need to register as a seller, then sign up for managed payments and provide a bank account (checking) to receive payments. The information on your eBay account and bank account have to match exactly: business or individual, name, street address, etc.
