What method of payment are you going to use? Sri Lanka can attach a credit card to PayPal but Sri Lanka doesn't allow you to attach a bank account debit card to PayPal. Payments go in one direction when you use PayPal in SL. If you needed a refund you wouldn't be able to get one though PayPal. So if you ask me I would say PayPal is not a good choice if you live in SL. Ask your bank why your debit card isn't accepted if it's being declined.
