I sold a few items and got myself around $200, and I tried to payout the money since I selected my payout as my debit card and verified my phone and email, put all my personal info, and I also tried using a different debit card, and it's kept getting rejected or blocked for 48 hours. I don't know what I need to do to get my money. Since it's not a fund being held problem, I don't know if anyone else is going through this problem. Please I need help or any ideas?

My guess is they want your info so they can submit tax info on you. With no regular bank account, they can't follow the IRS guidelines to make sure your earnings are subject to tax laws. Good luck selling.

eBay does hold funds on sellers who are new or infrequent sellers for up to 30 days.

Apparently they can. But eBay doesn't make it clear that you still have to register for managed payments, and link a bank account first. You can't just use a debit card instead of all that.
