payout subscription report per month

Hello, i am a new business seller acc on ebay, i do my yearly subscription and i cant find where i can go to pay my monthly subscription payout amount , when i go at the store -> manage subscription -> there i can find my total amount and the write i must pay it this month and i cant find how to do the payoff.

May i have any ban for the delaing payments? or any fine?

Inquiring minds want to know why you choose to pay for a store subscription when you are not listing enough items to make it worthwhile? You get 250 free listings without a store so paying for a store to only list a few items doesn't make sense.
