You need to register as a business with your government so you are abiding by their regulations of not allowing individuals to accept foreign funds

As far as I know it is normal.
When your Payoneer account receives money via eBay, it will be approved.

If eBay has finished sending you money and has not yet approved you, contact payoneer now and report the problem.

They give you a solution.
Payoneer is all done by people and they can make mistakes.
