ebay account  information and payoneer account persenal information should be same for ebay and payoneer verification ? (just like email address, phone number ,postal address)

Yes, your name and address on both accounts have to match your driver's license or National ID.

Everything must match exactly.

You can sell on a personal or a business eBay account but your Payoneer account has to match the type of account you have on eBay. If your eBay account is a personal account your Payoneer account has to be an Individual Payoneer account. If your eBay account is a business account you must link a Company Payoneer account.

Your personal information at ebay account like "Postal address - your full name - your birthday" must match the information that you registered at Payoneer account, if not, the verification process will takes more longer than usual.

But it does not have to be your email and phone number that you registered at your ebay account are the same in your Payoneer account.
