is it still not allowed to transfer money on ebay via payonner ?

Payoneer is only for a seller on eBay to receive funds paid.

Payoneer is not an acceptable payment method for buyers on eBay.

Payoneer is your payment processor, not an option for payment.  Paypal and other means of debit and credit cards is how you make payments.

If you get a debit card that accesses your Payoneer account, then you can pay with the Payoneer debit card.
