No, that is wrong!!!!!  PAYONEER is Sri Lanka's  way to receive seller payouts. Buyers in Sri Lanka have the same accepted  payment methods as everyone else. You will never see a listing that flies the Payoneer logo or have Payoneer offered at checkout as it is not an accepted payment method for buyers.

Sri Lanka's government said because of the situation with foreign reserves banks are limiting foreign payments at times, to contact their bank to fix the problem.

This seems to be a problem with debit cards and not credit cards.
