payment error message the code is not going

When I try to list a product, I am directed here, I click submit code and I get such an error. Can you help?

Have you set up managed payments? Uploaded all documents requested to set up managed payments? 

If not, that's what the issue is.

Otherwise, I have no clue.

I added a payment method, when I make a listing, it asks for a payment method again

You're not understanding me. Managed Payment is for the seller to get their money from sales.

Not the payment method for buyers that will be automatically posted to your listing.
