Payoneer is not an accepted method to pay for an item.

The methods you can pay with are in the listing. PayPal,  PayPal Credit, debit and credit cards, Visa, Mastercard, Amex,  GooglePay, ApplePay.

Why would you tell them to link a Payoneer account to eBay? Linking a Payoneer account to eBay will not let you pay for an item.

Linking a Payoneer account  to eBay enables sellers to receive managed payment payouts when they sell an item,  not to make payments for items you purchase.
