no payout - date of payout keeps changing

eBay has not paid me for an item I sold, no funds are on hold, the customer has the item with no complaints, I am still at 100% feedback - they just keep changing the payout date daily with no withdrawl option.

If it's  been 90 days or more since you last sold something prior to this sale then eBay is treating you like a new or infrequent seller,  thus subject to a 14-30 day payment hold.
