my item was returned to seller because it was sent on a wrong address and the seller won't refund

HI,

I need help from you about an issue. I have bought an item on ebay and the package was sent to the wrong address, so it was returned to the sender. The seller agreed to issue a refund a week ago but I still haven't received my refund. The seller is stating that he is working out with an ebay how to refund. I cannot call Ebay because they have return calls only to US and Canada. No way to reach anyone for help.

Can you give me any advice on how to solve this, please

Sellers are are supposed to ship to the address provided with the payment.  Are you saying the parcel was shipped to someone else?
