If you're trying to use a debit card from Sri Lanka, there's a notice on the Central Bank of Sri Lanka website, that says they are allowed to be used for foreign transactions, but that some individual banks have limited their use.

If that's the issue,  some people from Sri Lanka have reported that they can use the card through a PayPal account. Or, try a different card.
