If it's (at least) one day past the Estimated Delivery Date on the order, you can find the order in your Purchase History and open an Item Not Received claim. No need to contact eBay as it's all automated. Good luck.

What does tracking show? Check that before opening any case.
If it show delivered, but not to you, come back and let us know.
If it shows delivered, but was stolen of your porch, nothing eBay, seller can do about that.
If it shows delivered but not to your address, there are some steps to take before opening a case.

Do you have a tracking number? Ask the PO to trace it.
If it's been a couple of days past the latest estimated date locate the item in your Purchase History (My eBay). Tap More Actions. Submit you haven't received it.
This opens a case. The seller will have 3 days to resolve the issue by refunding or proving it was delivered. Do not accept a promise of sending another one. Ask eBay for help if the seller doesn't refund.
