Payoneer is not an accepted payment method with eBay, but PayPal is. Paypal and Payoneer are competitors - if you try linking your Payoneer bank account to PayPal, it will most likely be rejected. However, linking a Payoneer MasterCard to PayPal should still be possible for verification and spending purposes.
You should then be able to fund your PayPal with Payoneer to make a purchase on eBay with PayPal 🎉
