For example my buyer wants a shipping discount.
with paypal I could just go to the transaction and send a partial refund. How do I do this with managed payments?
Will I get any of the fees back on a shipping discount refund?

See:
- You will not be credited back any of the fees.
- If the buyer had paid sales tax on shipping,
eBay will automatically refund the proportionate amount of tax to them.

There's no $20 extra fee for making a full or partial refund through Managed Payments, an untruth you have posted 5 times so far.
But you knew that.

That is completely wrong.
@usgamecollector - on your seller hub go to 'orders' and then to the down-arrow next to the order. From the drop-down box select "send refund" - you will be asked for the reason for the refund, then 'order level' if you shipped multiple items (refund on single item or entire order). Enter your refund amount and hit the button. You don't even have to go off-site to do it.

Thank you for the info. I am not seeing the refund option in the drop down, is that because I have to wait until the order is delivered to customer? Mine is still in transit as of this moment. Thanks

I HOPE there is no such fee. I have been giving partial refunds due to shipping charges over paid for sometime. Just have to make sure to list the correct reason for the refund.
