Pay Pal never was an option for people in Sri Lanka to receive money.

To sell here from Sri Lanka:

Register in Sri Lanka as a business

Get a Payoneer account.

Sign up for Managed Payments and attach your Payoneer account so you can be paid.

It'll take a few weeks to get everything approved.

A buyer from SL can pay via PayPal with a credit card. SL government says Sri Lankan citizens can attach a credit card to PayPal but not a bank account.  A debit card is a bank account payment.

I sell and I can pay for items I purchase through PayPal... so, yes... here in the US, anyway.
