i've recieved following error messages while trying to checkout (for the same item in different tries)

i've been using this paypal account for years and this card for many months. i've made many purchases from different countries from sellers using different currencies. this is the first time i got this error.
my paypal account is linked to my ebay account.i've tried unlinking and linking again. tried adding my card directly as a payment method too.
in paypal i've tried completely removing and adding my card again too.
it's been many days and i can't pay for anything anymore. i have item i won from auctions, deals i made with sellers waiting in my cart. i had to cancel some purchases. is there any solution for this ?

Many site glitches occurring the last few days. Trouble signing into these discussion boards, many complaints about buyers not being able to pay. Managed Payment sellers being ask to re-verify banking info. Yet the site status board shows all green. Typical day at eBay.
