Maybe they are trying to get you to sign up for the eBay managed payments?  eBay is slowly moving all sellers to managed payments and will no longer be allowed to receive payments thru PayPal. You have to add bank account and PayPal routing is not allowed even though it’s thru Wells Fargo bank. You will no longer have instant access to money from the sale like it is with PayPal funds when you switch. You will have to wait for pending funds to complete and transfer process thru your bank.

It is one of two things.  Either it is some sort of error on Ebay's part as Ebay would have nothing to do with how your PP account is set up.

OR and this is more likely.  You received an email some time ago from Ebay that it was time for you to move into the Managed Payments program.  In that email they give you a date in which you need to register by.  If you choose not to do that, then you won't be able to list any new listings after that date or update [except to end them] any of your other listings.

It is best to register as quickly as possible so they have time to verify everything before it is your time to actually enter the program.  To push up on that drop dead date, it so risk that you money will get held up in MP because they haven't reviewed your account info yet.
