Then when you click to sign up, it says this account is not currently eligible? What does it take to become eligible for immediate payouts via debit card? Thanks in advance!

Just curious... do you have your 'Payout schedule' (Seller Hub/Payments) set to 'Daily' now? If so, you'll have to go into your Payout Schedule and tick either Weekly, Bi-Weekly, or Monthly first to allow you to enable the 'On-demand payout' feature.

Unless it's changed, in order to receive express payouts, you have to select weekly payouts. They offer the payout the next day after your sale. Some times it's quirky and it's one of the features that eBay seems to ignore. I can request an express payout, however instead of receiving it in 30 minutes or less, I get it in 6 hours. Another one of eBay's fabulous new features that goes by the way side. Sort of like the video feature in your listings. SMH.

Once your debit card has been verified, you’ll have two payout timing options:
After you request a payout, we’ll send the requested amount to your Visa or Mastercard debit card within 30 minutes.¹ Any remaining available funds, or funds made available after the payout is requested, will remain in your account until your next scheduled payout, or the next time you request a payout on demand.
