I have been registered since February 2024 with eBay AND Payoneer. I have successfully linked Payoneer.

I don't know why I get this error when everything is done with Payoneer. Please help me.

You may have registered with eBay and Payoneer but did you LINK your Payoneer with your eBay account? You won't be able to sell anything until you link them and approved by eBay to sell.
