eBay asking me to send invoice rather than billing buyer immediately

I’ve had a number of sales recently where the buyers weren’t immediately billed when they purchased something. Instead the item sat in my Awaiting Payment box with a link next to it that said “Send invoice”. The buyers don’t seem to be able to pay until I send them the invoice. Most of the time I don’t have to do this. I don’t think the buyers are requesting invoices and I haven’t (intentionally) changed anything in my listings. Anyone know why this is happening? Thanks!

You don't have potential buyers they are deliberately holding your item hostage in awaiting payment area, this is something nonpaying buyers are doing lately.

I am assuming the buyer has no feedback and just recently opened their account. 

If item goes unpaid for 4 days send invoice. On day 5 if no payment is received, you can cancel the transaction by selecting buyer has not paid in the drop-down menu to cancel sale. You'll get your FVF refund, buyer gets an UPI strike. Neither one of you can leave feedback. 

You can set your buyer requirements to block those. Add that buyer to your blocked buyer list too.
