If a seller does not ship to your country. That means you were blocked from buying. When this occurs there is no sale so how is it you think it was confirmed? It would not be possible.

You need to find a seller that will ship to your country.

I believe you are buying from sellers that do not ship to Sri Lanka.

In that case do not bid if you do not see a shipping cost specifically to Sri Lanka. You won't be able to pay unless you have an address in a country they ship to.

Not paying can earn you an unpaid strike. You can get blocked from bidding for a year if you get 2 or more strikes.

You should get a freight forwarder located in the US if US purchases are being blocked. That way you will have a US shipping address and the freight forwarder will forward the package to you. There would be an additional shipping cost and handling charge from the reshipper. It's not for low cost items.
