I went to create a business policy on my eBay account. then go to payment policies and it will show as a problem. What is it and can you solve it for me.

In most cases Ebay makes the policies, not the seller. They also decide what payments are accepted.

Exactly what kind of business policy are you wanting to create?
On eBay, payment policies are set by eBay, not by the seller.

I like the KI S S method. (keep it stupid simple)
In the description area the fine print is
Ships 1-2 days
30 days returns accepted, buyer pays return shipping
International buyers are responsible for Import fees

I hate to land on a listing and see a bunch of "policies" I must read. The listing details have the shipping cost, the accepted payments, the expected delivery date and your return policy embedded by eBay when you create a listing. If I'm good with the delivery date and shipping cost posted then I scroll to the item specifics and description. I hate to see a bunch useless information repeated again that's aleady in the listing. But that's just me.
Buyers already know when to pay and how to pay and what happens if they don't pay.
