Why can't I make payments directly through my bank card?

I try to pay several times with my visa card but 'Please check your payment details or use a different payment option.' This is how a message comes. But the details I enter are correct.

can you help me to purchasing item from eBay using my bank card in direct..

Debit cards from Sri Lanka don't work, contact your bank.

From what I understand, buyers from Sri Lanka can only use payoneer.  Something to do with your government regulations.

Payoneer is only for receiving payments, they can't use it to pay for items.
