eBay accepts debit card payments unless your bank declines the payment.

Your country is running low on foreign reserves and they're allowing at times some banks in Sri Lanka to limit foreign transactions. Call your bank.

The issue is with the your bank.  Sri Lanka has limited foreign currency payments recently.  Government banks has totally blocked foreign currency payments. So if you want to buy something from eBay, you have a open a private bank account and get a credit or debit card. Most of the private banks Debit card's weekly foreign currency payments limit is about $100. Credit cards limit little bit higher than $100.

Try to call your bank for more information.

If you want to buy a item more than $100 wroth from a debit card. You cannot do that. You have to go for a another option.
