Maybe not. You requested to cancel. The seller doesn't have to comply.

More details would be helpful.  When was the purchase made?  How soon after it did you request to cancel it?  Why?  There is only a 1-hour window from the time an order is placed that the buyer can request to cancel.  Did you ask within that hour?  Did you ask by messaging the seller or by going to the order in your purchase history screen?  The latter is what would be best.  After 1 hour only the seller can request the cancellation.    Have you had any response from the seller?    The seller can choose to request the cancellation for you via proper eBay channels, or they may choose not to.  They are not required to accept the request.  But assuming they do, Ebay will then process the request and notify you.  All payments and refunds are handled directly by eBay.
