It's your bank in Sri Lanka that is blocking the payments, contact them.

What kind of card are you trying to pay with? SL allows residents to attach a credit card to PayPal. Have you tried that?

If it's a debit card you're using call the number on the back of the card. Your government said at times some banks in SL will be limiting foreign transactions.
