It's your government. Call your card provider, though.

eBay accepts debit card payments. Your bank is blocking the payment because your country is running low on foreign reserves and they're allowing at times some banks there to limit foreign transactions. Call your bank. They'll tell you what your limits are on your card.

Not ebay who blocking your payment, it's your local bank.

Most banks in Sri Lanka are blocking International payments (especially U.S Dollars payments), So you need to contact your bank.
