why is ebay not accepting my paypal?

Are you trying to pay with a debit or credit card? If you  reside in Sri Lanka you can't link a debit card or bank account to PayPal. You have the ability to link a credit card to your PayPal account to send payments but you do not have the ability to receive payments should you need a refund. Therefore, paying by PayPal is not a good solution.

eBay accepts debit cards so you need to call your bank and ask why your card is being declined by eBay. You might need to enable International payments or agree to foreign currency conversion fees or your bank may have a limit on outgoing payments.
