Feedback is voluntary. No one has to leave it.
Sellers can only leave positive feedback or no feedback at all. It has been this way since 2008 or 2011 (I can never remember which). That is why if you are a buyer only, you have 100% feedback.
Since you filed a case and won, the buyer received a strike, so therefore no one can leave feedback.

You can't leave negative feedback for a buyer, but there are 2 more things that you can do to protect yourself.
1. Add the deadbeat's eBay ID to your Blocked Bidders List (BBL).
2. Set your Buyer Requirement to block all bidders with 2 or more non-payment strikes.
