Ebay accepts most debit cards.

The problem is not ebay.

Buyers in Sri Lanka having problems paying using a debit card should contact their bank:

Contact your bank or card holder.

Your credit card shouldn't be a problem. Try paying with PayPal. 

On the other hand your debit card could be blocked because your bank is limiting foreign payments. Call your bank.

I'd be deathly afraid to have money in a bank in a country where the government has no money! If the bank goes bust what happens then?
