Can’t verify bank details for payout

I am trying to verify my HSBC card details and it won’t work I just get this message “We couldn't verify this bank account. Please select a different payment method.{e88183-1189561x}”anybody know how to fix this?

Best Offer WITH Immediate Payment Required.

When can we get an option to require immediate payment with "Best Offer"? I do seem to get several "Best Offer"s that end up with non-payments..... I can set my listing up for Fixed Amount, and have "Immediate Payment Required", but I can't set it up...
